Step 1: Make the Cooked Milk Base

  1. In a small saucepan, whisk together the milk and flour until smooth.
  2. Cook over medium heat, whisking constantly, until the mixture thickens to a pudding-like consistency (about 5–7 minutes). It should coat the back of a spoon.
  3. Remove from heat and let the mixture cool completely. Transfer to a bowl and refrigerate to speed up the process.
